Matrix Design Group, in collaboration with Mesa-based BFH Group and architect Todd+Associates, was hired for the due diligence phase of the Mesa Gardens project, a 144-unit apartment complex located in Mesa, Arizona. From the start, the site posed significant challenges that could have discouraged any developer. The property, nearing approval for development, was not only unincorporated into the City of Mesa but also divided by County zoning, with dual-purpose land use—commercial and high-density residential. In addition, the sewer connection  was  located over a quarter mile away from the site, and several power poles along the frontage would need to be relocated.

One of the major obstacles was the street frontage, owned and maintained by the Arizona Department of Transportation (ADOT), which required navigating multiple jurisdictions and adding further complexity to the project. Despite these hurdles, Matrix’s expertise enabled the team to successfully navigate the regulatory and logistical hurdles.

Through diligent coordination with various stakeholders, the Matrix team successfully annexed the site to the City of Mesa, ensuring it was zoned uniformly for high-density residential use. This streamlined the development process and resolved zoning conflicts. Moreover, Matrix uncovered that the sewer connection was tied to the property and more accessible than originally believed, simplifying the infrastructure planning.

Throughout the process, Matrix worked closely with the City of Mesa and ADOT to meet all jurisdictional requirements, ensuring the project progressed smoothly. Minor adjustments to the Site Plan were handled effectively with the development team and the City, facilitating an efficient approval process.

The successful resolution of these challenges highlights the dedication and expertise of the Matrix team in transforming a complex, high-risk project into a poised development ready for construction.
