Requirements Development translates mission needs into executable, fundable military infrastructure requirements for Department of War clients. Engagements typically begin when a mission need or infrastructure gap is identified but require validation, alignment, and definition to move forward—often in environments shaped by aging facilities, shifting demands, competing priorities, or limited internal capacity.
The process begins with stakeholder engagement, working directly with mission owners, civil engineers, planners, security forces, communications staff, and other functional experts to validate needs, document constraints, and confirm operational priorities. These inputs are paired with site assessments, data analysis, and review of governing criteria to ensure requirements are grounded in mission, not assumptions.
Validated requirements are translated into decision-ready products that support military construction programming and execution, including DD Form 1391, basis-of-estimate documentation, and PACES-generated parametric cost estimates aligned with current DoD guidance. Alternatives analysis, risk-informed prioritization, and review cycles further refine scope and support funding decisions.
What sets Matrix apart is the depth of experience behind our execution. Our teams bring more than 300 years of combined active duty and civil service experience in requirements development at the installation, Major Command, and secretariat levels—giving clients a partner who understands how to shape requirements that are both operationally sound and competitively positioned for funding.
Evolving training demands required new infrastructure to support the Air Force’s vision for Basic Military Training Next at Joint Base San Antonio (JBSA). Matrix planned and designed facilities aligned with Basic Military Training (BMT) Next objectives. This created scalable,
mission-ready training environments that strengthen Air Force readiness and support future operational demands.
