Across Texas, communities are rethinking how infrastructure supports both people and place. 

In Del Rio, San Felipe Creek has long been central to community life, but aging infrastructure, erosion, and limited access created growing safety and usability challenges. 

Matrix Design Group, Inc., alongside Adams Environmental, Inc., partnered with the City and the US Army Corps of Engineers (USACE) to deliver a solution that is practical, constructable, and environmentally responsible. The project replaces the failing “Blue Wall,” stabilizes the creek with a more natural approach, and improves ADA access to Romanelli Park, from parking areas to the park across Romanelli Bridge. 

Construction planning also addressed complex dewatering requirements and protection of the Devil’s River minnow, balancing engineering with environmental stewardship. 

This work reflects the integrated approach Matrix brings to communities across Texas, combining water resources, structural design, and community planning to solve real problems. 

More importantly, it lays the groundwork for what’s next, supporting future funding, improving life safety, and restoring a space the community depends on.
