Working closely with the executive leadership team, he sets the firm’s strategic direction, strengthens organizational performance, and positions Matrix to deliver lasting value for clients, employees, and the communities it serves.
With more than 30 years of senior leadership experience, Sal has guided complex initiatives supporting military installations, defense communities, critical infrastructure, and public-private partnerships. Prior to joining Matrix, he served 24 years in the U.S. Air Force, including as an Installation Commander, leading mission-critical infrastructure and planning initiatives worldwide. His ability to translate complex challenges into actionable strategies has helped organizations align mission priorities, strengthen partnerships, and achieve long-term success.
A registered Professional Engineer, Sal holds a bachelor’s degree in civil engineering and master’s degrees in engineering, business, military operational art and science, strategic studies, and national resource strategy. He also served as National President of the Society of American Military Engineers (SAME) and currently serves on the boards of the SAME Foundation and the Association of Defense Communities.
As Chief Operating Officer, Zakary oversees the firm’s operations, driving organizational performance, operational excellence, and the successful delivery of services across the company. He works closely with the executive leadership team to strengthen collaboration, advance strategic initiatives, and position Matrix for continued growth.
With more than 20 years of engineering and operational leadership experience, Zakary has led complex infrastructure, facilities, and organizational initiatives across the public and private sectors. Before joining Matrix in 2018, he served 15 years in the U.S. Air Force, overseeing the operations and maintenance of facilities and infrastructure at installations across the Air Force.
Prior to becoming Chief Operating Officer, Zakary served as Vice President and Co-Director of Government Consulting Services, helping expand one of Matrix’s largest business units. He is a registered Professional Engineer in Colorado, Florida, and Texas and holds a bachelor’s degree in civil engineering from the U.S. Air Force Academy and an MBA from the University of Texas at San Antonio.
As Chief Financial Officer, Michael leads the firm’s financial strategy, capital planning, and fiscal operations, helping position the company for sustainable growth and long-term success. He partners with executive leadership to strengthen financial performance, support strategic decision-making, and guide investments that advance Matrix’s business objectives.
With more than 20 years of financial leadership experience, Michael has helped organizations navigate growth through strategic financial planning, mergers and acquisitions, capital management, risk management, and enterprise resource planning (ERP) initiatives. His ability to align financial strategy with operational performance supports sound decision-making across the organization.
Before being named Chief Financial Officer, Michael served as Vice President of Finance, where he played a key role in strengthening the company’s financial operations and supporting its continued growth.
As Chief Strategy Officer, Eric drives the firm’s strategic growth initiatives, helping strengthen market position, expand client relationships, and identify opportunities that support long-term success. He works across the organization to guide business strategy, major pursuits, and partnerships that advance Matrix’s mission.
Eric brings more than 25 years of leadership experience across the public and private sectors. Prior to joining Matrix, he served as Executive Director of Denver Economic Development & Opportunity, leading initiatives focused on affordable housing, workforce development, business growth, and neighborhood investment. He also served as Executive Vice President and Chief of Staff for Denver International Airport, where he directed strategic planning and major expansion initiatives.
He holds a bachelor’s degree in international affairs and brings expertise in economic development, aviation, transportation, government affairs, finance, and public-private partnerships.
As Chief Human Resources Officer, Carisa directs the firm’s people strategy, fostering a workplace that supports employee engagement, organizational growth, and operational excellence. She provides executive leadership for human resources, talent acquisition, compensation and benefits, payroll, employee relations, compliance, and organizational development.
Carisa also oversees administrative services, risk management, insurance programs, information technology, and employee ownership initiatives, helping strengthen the systems, culture, and operational foundation that support the firm’s continued success.
With more than 20 years of leadership experience, Carisa has held human resources leadership roles across real estate development, property management, and organizational development. She is a SHRM Certified Professional (SHRM-CP) and Professional in Human Resources (PHR).
As Chief Delivery Officer, Steve brings more than 20 years of experience leading complex projects, programs, and operations across the engineering and construction industry. He provides enterprise-wide leadership to advance delivery excellence, strengthen project execution, and support consistent, high-quality outcomes for Matrix’s clients.
Steve also serves as Executive Director of Matrix’s Program Delivery Division, where he leads the growth and integration of program and project delivery capabilities across the company. Throughout his career, he has led multidisciplinary teams and complex capital programs for public and private clients, with experience spanning project and program management, construction management, owner’s advisory, project controls, and engineering. Prior to joining Matrix, Steve served as Senior Vice President at Cumming Group.
He holds a Master of Engineering in Engineering Management from the University of Colorado and a Bachelor of Applied Science in Engineering Technology from the University of Delaware. Steve is also a registered Professional Engineer in Colorado and a LEED Accredited Professional.
As Chief Technology Officer and Director of Geospatial & Digital Solutions, Chris leads Matrix’s technology strategy while advancing innovative geospatial and digital solutions that help clients make informed decisions, improve asset management, and optimize infrastructure investments. He works across disciplines to integrate technology, data, and analytics into practical solutions that enhance project delivery and client outcomes.
With over 25 years of experience, including nearly two decades with Matrix, Chris has led GIS and digital initiatives supporting municipalities, military installations, utilities, universities, and private organizations. His expertise includes geospatial technologies, asset management, capital planning, hydrology and hydraulics, environmental analysis, transportation, field data collection, and custom application development.
Chris is a certified GIS Professional (GISP) and holds bachelor’s degrees in environmental science and geography, along with a master’s degree in geographic information science.
As Executive Director of the Advanced Solutions Division, Charlie provides strategic leadership for programs supporting the U.S. Department of War, federal agencies, and defense communities. He works closely with clients and multidisciplinary teams to develop innovative solutions that strengthen mission readiness, enhance resilience, and address complex national security challenges.
With more than 30 years of leadership experience, Charlie has guided enterprise-level initiatives spanning defense infrastructure, strategic planning, stakeholder engagement, partnership development, and community resilience. Prior to joining Matrix, he served 23 years in the U.S. Air Force, where he held leadership roles supporting military operations, infrastructure, and long-range planning.
Charlie holds a bachelor’s degree in civil engineering and master’s degrees in national security, strategic studies, military operational art and science, and engineering and environmental management. He also served as National President of the Society of American Military Engineers (SAME), reflecting his longstanding leadership within the military engineering profession.
As Executive Director of the Community Development & Infrastructure Division, Charlie leads strategic leadership for multidisciplinary teams delivering engineering, planning, and infrastructure solutions that strengthen communities and improve the built environment. He guides complex initiatives while fostering collaboration across clients, partners, and technical teams.
With more than 30 years of leadership experience, Charlie has directed engineering, infrastructure, resilience, strategic planning, construction, and organizational change initiatives across the public and private sectors. Prior to joining Matrix, he served 25 years in the U.S. Air Force, culminating as Deputy Director of the Air Force Civil Engineer Center, and later managed engineering, procurement, and construction programs in the private sector.
A registered Professional Engineer in Colorado, Charlie holds a bachelor’s degree in civil engineering and four master’s degrees in strategic studies, military operational art and science, civil engineering, and management.
As Executive Director of the Water & Environment Division, Drew oversees strategic leadership for the division’s growth, client relationships, and delivery of integrated water resources and environmental solutions. He works closely with clients and technical leaders to address complex environmental challenges while advancing resilient infrastructure and sustainable resource management.
With over 25 years of experience, Drew has built a reputation for leading multidisciplinary teams and delivering innovative solutions to complex water resource and environmental challenges. His expertise spans watershed planning, hydrologic and hydraulic analysis, stormwater management, urban water quality, and pre- and post-fire recovery and restoration. By aligning technical expertise with strategic planning and collaborative leadership, he helps clients navigate evolving environmental and infrastructure challenges with confidence.
Drew holds a bachelor’s degree in civil engineering and a master’s degree in hydrology. He is a registered Professional Engineer in Alabama, Arizona, California, Colorado, and Guam and also holds Project Management Professional (PMP) and Certified Floodplain Manager (CFM) certifications.
Steven brings more than 20 years of experience advancing accessibility and inclusive design across public and private sector projects internationally. As Director of Accessibility at Matrix, he leads initiatives that integrate universal design principles into parks, recreation, hospitality, municipal, and large-scale development projects. Steven founded Direct Access, an award-winning accessibility consultancy that is now part of Matrix, expanding the firm’s accessibility expertise globally.
He was awarded the Member of the Order of the British Empire (MBE) in 2021 for services to improving access for people with disabilities. Steven holds a degree in Architecture and has led ADA Transition Plans, statewide accessibility initiatives, and served as Director of Accessibility for Expo 2020 Dubai, delivering inclusive strategies at an international scale.
As Director of Community Development & Infrastructure in Colorado Springs, Nicole leads multidisciplinary teams delivering commercial, residential, and municipal development projects throughout the region. She partners with public- and private-sector clients to develop practical, innovative solutions that support responsible growth and successful project delivery.
With more than 10 years of experience, Nicole has built expertise in site development, roadway design, drainage, utility infrastructure, and civil engineering. Her collaborative leadership and technical knowledge enable clients to navigate complex development challenges from planning through construction while achieving long-term project objectives.
Nicole holds a bachelor’s degree in civil engineering from the Colorado School of Mines and an MBA from the University of Colorado. She is a registered Professional Engineer in Colorado, New Mexico, and Texas.
As Director of Community Development & Infrastructure in Denver, Stu leads multidisciplinary teams delivering municipal infrastructure and community development solutions that strengthen communities and enhance the built environment. He works closely with clients to guide projects from planning through construction while balancing long-term performance, cost, and community needs.
With more than 40 years of experience, Stu has led complex engineering, program management, and construction initiatives for airports, civic facilities, transportation systems, and municipal infrastructure. Prior to joining Matrix, he served as Director of Engineering for the City and County of Denver, where he oversaw the Capital Improvement Program supporting civic buildings, streets, traffic systems, and parks.

As Director of Community Development & Infrastructure in San Antonio, Jared leads engineering teams delivering land development solutions for public- and private-sector clients throughout Texas. With more than 30 years of experience, Jared has led multidisciplinary engineering, survey, and construction teams nationwide. His expertise spans residential, commercial, and municipal land development, combining civil engineering, structural engineering, construction, and design-build experience to deliver practical, client-focused solutions.

With more than 26 years of leadership experience, Brad previously served in the U.S. Air Force, including as Vice Commander of the Air Force Civil Engineer Center, where he led a 2,200-person organization, managed a $3.4 billion portfolio, and directed engineering programs worldwide. His expertise spans infrastructure investment, resilience, sustainability, organizational leadership, and program execution.

As Interim Director of Community Development & Infrastructure in Phoenix and Transportation Practice Lead, MaríaAngélica provides strategic leadership for transportation planning, engineering, and multimodal infrastructure initiatives. She works with clients, agencies, and multidisciplinary teams to deliver transportation solutions that support safe, resilient, and connected communities.
MaríaAngélica brings extensive experience delivering multimodal infrastructure projects throughout the western United States. Her expertise spans transportation planning, traffic operations, environmental compliance, and multimodal infrastructure. While serving with the City of Mesa, she led capital improvement programs, administered federal transportation grants, and delivered transportation initiatives serving diverse communities.
Her experience includes federal transportation programs such as HSIP, CMAQ, STBG, and SS4A. She is a registered Professional Engineer and also holds credentials as a Professional Traffic Operations Engineer (PTOE), Professional Transportation Planner (PTP), Road Safety Professional Level 1 (RSP1), and Envision Sustainability Professional (ENV SP). With more than 35 years of engineering and construction management experience, Tom has directed projects for municipal, county, state, and federal agencies across a wide range of infrastructure and environmental programs. His expertise spans quality assurance and quality control, procurement, contract administration, permitting, public engagement, and construction oversight.
Tom holds a bachelor’s degree in electrical engineering and an MBA from the University of Denver. He also served 30 years in the U.S. Army, bringing extensive leadership experience to every project.
As Structural Practice Lead, Kevin leads structural engineering services that deliver safe, resilient, and innovative bridge solutions for transportation clients. He also serves as Deputy Director of the Community Development & Infrastructure Division, supporting division leadership, mentoring technical teams, and helping guide operational excellence and continued growth.
With more than 13 years of experience, Kevin has served as lead structural engineer and project manager for bridge design and inspection programs throughout the western United States. His expertise includes bridge design, structural inspections, risk mitigation, and transportation infrastructure, helping clients deliver projects safely, efficiently, and on schedule.
Kevin holds a bachelor’s degree in civil engineering and a master’s degree in structural engineering. He is a registered Professional Engineer in Alabama, Arizona, California, Colorado, Florida, New Mexico, Oregon, Texas, and Utah and is certified as a National Highway Institute Bridge Inspector.
