Communities can be reactive and address problems based on symptoms instead of looking more holistically at watershed systems and the integrated nature of both problems and solutions. A critical component of watershed planning is building coalitions and consensus among numerous stakeholders that operate within watersheds. These organizations, some governmental and some non-governmental, can come together to achieve diverse goals and collective success with watershed solutions.
