The Five-Year Health Strategic Plan was conducted to assess the existing public healthcare infrastructure on Guam and identify the deficiencies and future needs based upon organic growth and the proposed military buildup growth. Public healthcare providers and other GovGuam agencies were heavily involved in this process and a robust public engagement effort was conducted, including a Public Health Fair at the Micronesia Mall. The Implementation Plan identified actions to take to address deficiencies, as well as potential funding sources and methods for assessing success. The Medical Services Delivery Plan was one of the implementation actions and it included a survey of all public and private healthcare providers on Guam to assess the complete picture of healthcare services and deficiencies.
