Matrix partnered with MOCA, a professional cost-estimating firm headquartered in nearby Niceville, FL, to develop opinions of probable construction costs supporting recommended actions. We further partnered with the City of Destin, to develop a multiyear, phased execution plan based on their available annual budget.
