Matrix completed a mobility study for the City of Crestview’s historic downtown area in 2021 and determined that Main Street needed an improved Americans with Disabilities Act (ADA)-compliant pedestrian amenity zone along storefronts to create a safe and vibrant socioeconomic hub for all residents and visitors.

Main Street consisted of a two-lane roadway with stop-controlled intersections and diagonal street parking. To optimize the amenity zone, the Matrix Team recommended reducing the number of parallel parking spaces to allow for landscape features such as benches, planters, and lighting within the amenity zone without blocking pedestrian walkways and storefronts or undermining ADA-compliant design features.

Matrix led the design efforts for Main Street and surrounding side streets, ensuring proper grading, drainage, and ADA compliance for the walkways. We coordinated closely with the Florida Department of Transportation (FDOT), a primary source of project funding, to obtain plan approval. We also aided the City of Crestview by providing procurement support and preparing the Invitation to Bid (ITB). The design and bidding process followed FDOT design criteria and specifications.
