Colorado Springs Stormwater Infrastructure Master Plan & Strategic Visioning
For the City of Colorado Springs’ Stormwater Infrastructure Master Plan (SIMP), Matrix was tasked with developing a GIS-based tool for tracking capital improvement plan (CIP) projects from inception through design and construction and for documenting subsequent maintenance and monitoring activities. The comprehensive planning system allowed the City to leverage technological advances to maintain records and created an enduring process that ensures the long-term viability of the City’s stormwater program. The tool further assists with long-term MS4 permit compliance. Matrix’s approach was centered on data-driven, actionable, and prioritized strategies for stormwater infrastructure improvement. Project goals included the following:
- Creating a comprehensive GIS-based database of existing stormwater capital projects and stormwater infrastructure
- Identifying gaps in existing stormwater infrastructure
- Creating a stormwater capital projects prioritization framework and budgeting tool
- Establishing consensus on the format and structure of the SIMP
- Standardizing existing GIS data and data inputs
- Incorporating standardized costing
- Creating a SIMP that is modifiable, dynamic, and able to communicate with other platforms
- Developing a tracking system for MS4 compliance
- Delivering a user-friendly, GIS-based, web application to streamline asset management and project planning
