Lowry AFB Redevelopment
Matrix provided construction management, transportation engineering, and program management support to the Lowry Redevelopment Authority for the award-winning redevelopment of Lowry Air Force Base, closed in 1994 as part of the Base Realignment and Closure process.
Our team oversaw all project design and construction, entitlements, demolition, maintenance, environmental clean-up, and project turnover on nearly 50 miles of roadway and utility work, multiple open-channel stormwater projects, parks, and open space features.
Site planning for drainage included the 8,100-foot Westerly Creek Dam and the 560-foot Kelly Road Dam that together provide regional flood control for Denver and Aurora. The plan utilized both major and minor on-site drainage systems to replace the undersized Air Force system.
The site spans roughly 2,000 acres, and its successful conversion into a mixed-use community at a cost of $500 million is nearly complete. The final phase of development is focused on Boulevard One, a 70-acre, urban neighborhood at the former Defense Finance Center campus.
