Matrix Planning Brings Home Two APA Awards!

Two Planning Center of Excellence projects, the Luke Air Force Base Targeted Growth Management Plan (TGMP) and Pinal County Joint Land Use Study (JLUS), have been honored by the American Planning Association’s (APA) Federal Planning Division for work that makes federal installations and defense communities stronger, safer, and more sustainable for all.

The Luke AFB TGMP focused on identifying and mitigating potential gaps in transportation, housing, economic/workforce development, and education resources in the West Valley region of the Greater Phoenix Metropolitan Area due to rapid population growth associated with mission change at the air force base. The project engaged 14 communities and built on existing regional partnerships to help identify practical strategies for enhancing existing resources and mitigating resource challenges. The TGMP received the 2020 Honor Award for Outstanding Federal Planning Project for meeting the highest planning standards. The project also won the APA Arizona Chapter’s Best Regional, General, or Comprehensive Plan award in 2019. Check out the video here.

The Pinal County JLUS was awarded the 2020 Citation Award for Collaborative Planning Project. This award is given to projects with particularly unique aspects or of quality deserving recognition. The JLUS involved coordinating the distinct operational needs of four Arizona National Guard installations, county and municipal leadership, business interests, and public and private stakeholders throughout the region. In emphasizing collaborative planning approaches and consensus-based solutions to incompatible resource use, Matrix delivered tailored strategies for ensuring both Guard operations and community growth can be sustained.

Both projects embraced public outreach and collaborative engagement as integral to planning outcomes that facilitate the mutually beneficial, compatible growth and development that is critical to defense readiness and economic vitality. The TGMP and Pinal JLUS are part of Matrix’ portfolio of compatibility planning projects that support our nation’s defense and defense communities. Matrix has completed 85+ compatibility/resiliency planning and implementation projects throughout the United States and on Guam.
