Pope AFB is located in North Carolina and was faced with a growing array of planning, operational, and engineering requirements and regulations evolving from constant changes in the local, federal, and global environments. During the general plan update process, several actions were taken, including a comprehensive update of existing conditions, identification of opportunities and constraints, scoping of future mission needs, and development of alternative approaches for meeting these challenges. Major components of this project included updating and integrating several existing area development plans into the general plan, documenting existing and future infrastructure needs, providing supporting GIS data and creating a 3D computer simulation flyover showing current and future land uses and projects. The project included the preparation of the General Plan and two Area Development Plans (ADP) at Pope AFB. These entailed a comprehensive update to the base’s General Plan and the development of detailed plans for the flightline and industrial users that maximized the use of the limited land area available. These plans reflected key issues of joint use with Fort Bragg and compatibility issues with communities outside the base. The project also included an update of GeoBase data and preparation of a 3D visualization and website.
