Naval Base Ventura County (NBVC) consists of three operating facilities totaling more than 23,500 acres of land, 36,000 square miles of air space, and 180 nautical miles in the Pacific Ocean. The installation is situated on the Pacific coast in Ventura County, roughly 65 miles northwest of downtown Los Angeles. The three facilities that make up the base are NBVC Point Mugu, NBVC Port Hueneme, and NBVC San Nicolas Island. NBVC provides a vast array of training and skills services, varying by facility.

As both NBVC and Ventura County continue to grow, a Joint Land Use Study was necessary to analyze compatibility between military and community development. This cooperation allowed the installation to expand Base operations, continuing to be a productive member of both the local economy and community at large.

Matrix collaborated extensively with the Ventura County Transportation Commission during the NBVC Joint Land Use Study to develop recommendations for existing policies and strategies. In addition to the public involvement process, Matrix collected and mapped the resulting data, conducted numerous interviews, performed a compatibility assessment, and developed more than 100 conflict resolution strategies.
