Since 1995, Design Studios West (DSW)—a Matrix company—has served as the lead planning and design firm for the City of Pueblo and the Pueblo Urban Renewal Authority (PURA) for the award winning Historic Arkansas Riverwalk of Pueblo (HARP) project. HARP is recognized nationwide as a vital downtown waterfront destination linking historic and new commercial development through a navigable waterway and taxi system connected to the Pueblo Hotel and Convention Center.

The $32M project was funded by a general public bond election, private donations, grants, GOCO funding, corporate funding (including The Boettcher Foundation, Coors Foundation, Hewitt Packard Foundation, Piton Foundation), among others. While generating over $120M in public and private investment, HARP demonstrates that an historic river resource can be reclaimed to create a new community identity and economic engine. HARP has received national and state awards for its planning and design, engineering, public engagement, and community building process.

In 2012, Matrix Design Group assisted the City of Pueblo with their Regional Tourism Act Application through the Colorado Office of Economic Development and International Trade (OEDIT). The City of Pueblo Urban Renewal Authority (PURA) is the only successful RTA project in the State of Colorado.
