The City of Casa Grande’s downtown area is recognized as the heart of the community and offers a balance of mixed uses along with cultural and civic activities.  The city chose the Matrix team to develop the master plan for a 15-acre blighted and underused site located adjacent to the downtown center.  

Through an intensive, year-long planning process, Matrix facilitated a collaborative process allowing stakeholders, citizens, city staff, and elected officials to create a plan that provides for a mix of land uses in support of a live, work, and play lifestyle with a focus on stimulating development to serve as an economic generator for the downtown area.  The planning process included the establishment of goals, a plan framework, a vision, a land use plan, urban design elements, and an implementation program.

The resulting Downtown Plan includes background analysis, recommendations, and a framework for guiding land use with flexibility in order to maximize development density and intensity.  Matrix provided regulatory recommendations for rezoning, urban infill, and parking.  The implementation plan outlines three phases in which city officials and private stakeholders may enact the master plan along with a list of recommended actions for plan implementation.
