The Camp Parks Real Property Exchange (RPX) project located in Dublin, California, entails the transfer of 180 acres of highly desirable Parks Reserve Forces Training Area property to a private developer in exchange for new building facilities. The Camp Parks RFTA installation is a vital part of the Army Reserve mission but lacks modern training facilities for troops due to a lack of funds through traditional military construction channels. Therefore, the Army elected to enter the RPX process in order to get the needed facilities constructed in support of the overall mission of the installation.

As part of the Nova Property Solutions team, Matrix, along with Sun-Cal Companies and RSP Architects, was selected by the Army to lead the overall Camp Parks Real Property Exchange project. In addition to receiving infrastructure valued at nearly $100 million, the Army will receive a number of newly constructed building facilities ranging from general classroom and warehouse spaces to medical training facilities. As part of the overall effort to relocate existing and newly proposed building facilities, Matrix, while functioning as program manager, is developing land-use and infrastructure master plans designed to provide for the needs of the Army well into the future.

Matrix is managing the development of the building and infrastructure program which will lead to the individual building and civil-site design. The design will be in compliance with the most recent Anti-terrorism/Force Protection criteria. Matrix will serve as the lead designer for the new primary access control point into the installation. Matrix will also provide utility design, stormwater planning and engineering, transportation planning and design, surveying, and construction management services to the project.
